Governor Appoints 2 New Board Members
Theresa Hilliard Hodge
Theresa Hilliard Hodge was appointed in January by Governor Mark Sanford to serve as one of the Board's registered professional engineer Members. Hodge started her career in engineering at Wilbur Smith Associates as a Design Engineer and worked to vice president and director of the Municipal Division. She is currently the director of Utilities at Civil Engineering Consulting Services. She has won many awards during her career, which include the ACEC of South Carolina 2000 "Best in Show” for the design of the "Saluda River Sewer Rehabilitation Project”, the ACEC of South Carolina 2002 Best Water and Wastewater under $500,000, "Dreher Island WWTP Conversion”, the ACEC of South Carolina 2004 Honor Award for the "Lexington County C-Fund Program” and the ACEC of South Carolina 2006 Small Project under $500,000 "Dreher High School Turn Lane”. In 2006, she was named "Engineer of the Year” by the South Carolina Society of Professional Engineers.
Hodge holds a bachelor of science in engineering from the University of South Carolina. She and her husband, David Hodge, have two children and reside in Lexington.
Charles M. Joye II, P.E
Charles M. Joye II, P.E. was appointed in January by Governor Sanford to serve on the Board. Joye has been a civil engineer in private practice for more than 36 years in South Carolina. He is the founding principal and CEO of Design South Professionals, Inc., a 45-person engineering and architectural firm in Anderson. He has been a member of the South Carolina Society of Professional Engineers for 30 years and a member of American Society of Civil Engineers for 18. Joye has also been actively involved with the American Council of Engineering Companies - SC for 23 years, serving as a board member and president and the national director for 12 years. He was the recipient of the South Carolina Society of Professional Engineer's 2002 Engineer of the Year Award. He was also the recipient of the ACEC - SC's 1995 Service to the Profession Award. He is actively engaged in diverse engineering projects ranging from water supply, treatment and distribution to wastewater transportation and treatment facilities to building systems to telecommunication infrastructure.
Joye holds a bachelor of science and master of engineering in civil engineering from Clemson University.
